Am i out an iphone 4?

mine did this but it hadent been dropped so i thought wtf?? and i watched a video on youtube that showed me how to fix it...all you have to do is hold the home button plug it into a charger without letting the home button go and hold the home button for 30 secs then without letting it go hold the power button for 30 secs then relesase the home button and hold just the power button for 15 secs then take it off charge and release the power button...hope it fixs your like it did mine wish u the best off luck with the dang thing hah :)
